The library does not say that watching the video earns Level 1. It does say where certification comes from.
Drake points people to knffarm.com for the 7-day certification, levels 1 through 3. To ask about the video route, email drake@pureknf.org. (Office Hours Ep. 80, 13:13)
The KNF Farm class runs $2,500 to $4,000. That covers lodging, food, and level 1, 2, and 3 certification training. (Office Hours Ep. 10, 31:37)
You do not need a certificate to teach KNF. Drake says go teach if you know it. The courses add a direct lineage to Master Cho and hands-on context. (Office Hours Ep. 90, 19:37)
