The Student's Manual makes Maintenance Solution from FPJ, OHN and vinegar. It has no structure solution in it. (Student's Manual, Basic Course, p. 46)
KNF Demystified also lists the basic maintenance spray as OHN, FPJ and BRV. (KNF Demystified, p. 5) An Office Hours answer says calcium phosphate is KNF Structure (WCP), used in the maintenance solution. (Office Hours Ep. 54, 6:56) So the library holds one mix without WCP and one with it. (Student's Manual, Basic Course, p. 46) (Office Hours Ep. 54, 6:56)
Drake's reason for WCP: structure is a basic need, like food, cleanser and medicine, in Master Cho's method. It is needed at all times except right before harvest. (Office Hours Ep. 130, 31:53) That speaks to the worry about vegetative growth. The library names one time to skip structure, and it is not the vegetative stage. (Office Hours Ep. 130, 31:53)
The library does not say when the shift happened or who first added WCP to the mix.
