OHN quantities of dry material

When i mix the dry materials at 1/3 height, it seems there is so much more licorice.  The licorice does not expand.  Its also cut much smaller  than the cinnamon.  How small should  i break up the cinnamon?  And the angelica expands so its no longer 1/3 and i need to remove some?  Should i make them equal weight rather than volume?

Drake does not mix the dry herbs together. Each herb goes in its own jar. (Student's Manual, Basic Course, p. 25)

Chop the licorice, cinnamon and angelica into 1/2 inch pieces. (Student's Manual, Basic Course, p. 25) Fill each jar 1/3 full of dry herb. That gives one jar of licorice, one of cinnamon and two of angelica. (Student's Manual, Basic Course, p. 25) Then add rice wine or beer to 1/2 full. (Student's Manual, Basic Course, p. 25) After two days, add brown sugar to bring each jar to 2/3 full. (Student's Manual, Basic Course, p. 25)

The 2:1:1:1:1 ratio applies later, to the finished liquid extracts. You mix them just before use. (Cho, Recipe, p. 29) For example, 6cc angelica to 3cc of each of the others. (Cho, Recipe, p. 29)

The manual sets dry herbs by jar fill. It weighs only the fresh ginger and garlic. (Student's Manual, Basic Course, p. 25)

The library does not say what to do when angelica swells past the 1/3 mark. It gives no cut size other than 1/2 inch.
